The answer is Orca's, they are distributed throughout the Polar Oceans, and they are the top predator. They do eat young leopard seals, and pretty much everything else, including Penguins which are the favored prey of the Leopard Seal. Leopard seals have been known to attack and kill other seals, so they are alone at the top of the food chain for seals.There are no Polar Bears in the Antarctic food chain, they are all located in the Arctic.

There are a couple food chains. The baleen whales are the top of one of them. Another would have the killer whale and at certain time it is joined by great white shark. Those are strictly marine. And you could put man at the top, because man harvest whales.

Then there are the seals. However, they are both terrestrial and aquatic. The leopard seal is the largest and most dominate. Once again man harvest seals.

There are no ORCA or Polar Bears in the SOUTH.
Southern whales only eat krill.
So it would have to be Great white Sharks
