Your statistic doesn't make sense. I wouldn't teach a child or encourage a child to masturbate at six years old. There's more to life than sex. 2D

Consent and responsibility go hand in hand. The real reason for sex is not pleasure but rather to create more people. A child of 10 is not old enough to know the consequences of her consent and certainly can not be held responsible for the safety and well being of the child she may create.If this indeed a serious question then you have issues that may need professional help!

Seeing as 9 is usually the youngest girls hit puberty, sex at 7 would be sort of pointless. The actual purpose is to reproduce, and you can't do that before puberty, so, biologically, I find it hard to believe that anyone would really be interested that young.
I'm pretty sure the age of consent exists to protect young children from exploitation.

Because if people as horny as you were able to have sex by the time they were 11 and didn't wear any protection, then guess what: the world would be full of 11-year-old mothers who don't have the education or the maturity to handle their own children.
