When you use warm you are getting water from both hoses. Hot comes from one hose and so does cold.

Because with cold water you are only using cold water to fill the washer.
With warm water you have both hot water and cold water filling it giving you more volume of water going into the washer.

I takes longer to fill the washer with cold water, because Lower temperatures cause matter to condense, and higher temperatures cause matter to expand. Machines nowadays use electronic water level sensors which read the volume of the water in the machine, not the mass of the water. In reality it isn't that it is taking longer for your washing machine to fill with cold water, but it is taking more water to fill your washing machine when using cold water. Anywhere from 20-50% more!

Do you have city water or a well?
If you have a well try taking off the cold water hose and cleaning the little sand filter.
Mine gets clogged all the time and fills very slow when it is.
We have to clean it several times a year.
The hot water does not clog because any sand is deposited in the bottom of the hot water tank.

Possibly, Did you use the washer before storing it? There could have been water in the lines that froze and ruptured. When you hooked up the washer, did you open the water lines you connected?

Two sources will fill it faster than one. Cold and Hot. I do like the lengthy answer given earlier, I just don't buy into it.
