They are basically the same. The cost is a function of the items, whether they are material or labor, times the quantity used. However the difference is really an issue of time,and degree of certainty. And estimate is a relatively short time frame. with a fair degree of certainty of # of items * cost/item. The Forecast is usually out several months out and therefore has a lower degree of certainty. The prediction and forecast is the same. There is however, no absolute defenition, and can be used interchangeably.
