Yes and no. Mcgwire admitted to taking andro but at the time it was not illegal in major league baseball. He took alot of criticism for it though because by the time he had to go in front of congress and testify it was illegal. He was an amazing player and belongs in the hall of fame, but he did take steroids.

We have no evidence that Mark McGwire used any illegal Performance Enhancing Substances.
In 1998 a reporter went poking into McGwires locker and found a substance that was neither forbidden by Major League Baseball, nor was it forbidden by the United States Goverment.
During his testimony on March 17, 2005, McGwire declined to answer questions under oath when he appeared before the House Government Reform Committee.
In a tearful opening statement McGwire said,
“ Asking me or any other player to answer questions about who took steroids in front of television cameras will not solve the problem. If a player answers 'No,' he simply will not be believed; if he answers 'Yes,' he risks public scorn and endless government investigations.... My lawyers have advised me that I cannot answer these questions without jeopardizing my friends, my family, and myself. I will say, however, that it remains a fact in this country that a man, any man, should be regarded as innocent unless proven guilty." ”
[3] When asked if he was asserting his Fifth Amendment right not to incriminate himself, McGwire once again responded:
“ I'm not here to talk about the past. I'm here to be positive about this subject. ”
Unless you can prove that Mark Mcgwire used any substance that was illegal in the United States or Major League Baseball (Never did), he should be believed and voted into the Baseball Hall of Fame right away!

The cast of dozens who have tested positive, since MLB's program started identifying violators, is pretty much Rafael Palmeiro and a slew of names recognizable only to diehard fantasy geeks, hometown fans, and the truly baseball-obsessed.

Bonds -- none

no he never tested positive for steroids but he never denied using them when testifing before congress.
he said he would not answer questions about his past only the present and future of mlb

We know he took Andro because he said he did.
Andro is a steroid-based drug. It might not have been banned by MLB, but it is a steroid.

no, they weren't testing until after he retired. he all but admitted it to congress by saying that he didn't want to talk about the past.
