I've lived in my home town for a while but, i just noticed that there are lights on top of the towns h2o tower, why?

Answerer #1 is correct, because aircraft use markers both night and day for navigation. Tall objects are easy to spot. If you've ever looked at an aerial nav chart, it seems nothing like a gas-station road map. Prominent road and ground features show up, along with elevations and radio data. Radio and satellite are God-sends for VFR & IFR air travel.
(that's visual flight rules and instrument flight rules). A local airport or library will be happy to fill you in. Good question!
