Dryer lint mixed with Vaseline.

No, I'm not kidding.

Y/A won't let me post a link to Youtube, but search there for "Building a fire with dryer lint"

If you are willing to put some time in, you can make a cotton or linen charcoal like stuff.
Take a piece of fabric, (by preference not treated against burning!) and fold it into a 10 cm (4") strip and roll it tightly.
Pack it in a bit of metal tube and close of with clay or roll it in aluminum, foil several layers. Now you place it into a fire or on the top of the stove.
Keep it there till it is completely charred.
I think it was till the smoke from the roll changed, but the first time you need to do it several times, looking in at the fabric to see if it is charred already.

You can also use a small air tight tin.
If you do it inside make sure the smoke alarm is turned of, for it will smoke, specially the first time when you do not know what to do.

Best tender? Probably one dollar bills--they'd be the least expensive. Best tinder? Read below.

Here's a trick I used all the time while camping in (very humid) Hong Kong.

Collect a bunch of old candle stubs, some wax paper and a vegetable peeler. Peel the candle stubs. Place a little heap of the shavings in small squares of the wax paper and twist them up--a bit like inedible candy. These catch quickly as long as they aren't actually underwater ;D. Good luck!

I've seen Native Americans use the crumbly inside part of the bark of dead birch or pine trees.
