How do I manufacture and invent my idea?

I have an idea for an invention that involves biodegradable material. I only have an Idea at this point. My program is this:

I need to get from IDEA

to an invention I can patent and manufacture.

I think all those "invention development" websites are scams or will take almost all of my money, so what do I do? I've tried asking counselors on SCORE, but they just tell me to call my local office. I suppose I should do that, but what else can I be doing??

I can draw a diagram of the invention, but then what? I'm assuming I'm going to need a patent attorney, but I need something I can give him to patent first!
