theres a guy who's been calling me emo just because i have a wear alot of pink and black. he follows me down the halls yelling emo at me, the teacthers ignore him completely and he wont stop bothering me so afetr a couple of mounthd i slapped him and told him to stop bothering me only he took it way to offensively and now it seems like he'll bother me more now.

told parents and teachers kinda try dealing with somewhat of his behavior since im not the only one he's been harassing and they just gave up

Your teachers gave up!!Please report them to the schoolboard.This is clear cut case of harassment,and if they don't want to doanything about it report this kid to the authorities(and tell your teachers and principal you are doing so,because this harassment).And get a restraing order against this little creep.Hopefully the mere mention that you are going to tell he police about his behavior will scare him enough to leave you alone.And if that doesn't work,forgive me i mention this alot...selfdefense classes if this bully gets out of hand.

You can go down to the principal's office and file a formal complaint. You are being harassed and bullied, and you have plenty of witnesses. If they don't do anything, you need to drag your parents into it.
If he does this in class, the teacher needs to stop it immediately.

The second thing, is that you have probably been giving him the kind of responses that drive his behavior. By giving his certain reactions, it eggs him on. You need to quit reacting to him, change your route, and maybe even add some different articles of clothing to your wardrobe.

The teachers are not allowed to ignore harassment. You are in their care and they are to keep you as safe as possible. You need to go and talk to the principal about this. If that does not take care of it you need to tell your parents so they can take care of it for you.
