There would be many reasons. There was a study of Germany after WWII and it was thought to be a child abuse problem. Napoleon was good at the task. Of course, most people who want to have control have big egos. There are examples of people who have declined power. George Washington was offered kingship and refused. Eistein could have ruled Israel and refused.

It's so obvious why they want to rule the world Serf: the more "citizens" (surely they mean "comrades"?) they control, the more money they get to misappropriate and spend corruptly.
