Oh man; It sounds like your boss is having some stupid guilt trip about the using too much energy. Sixty degrees is ridiculous, for a working environment. I don’t know about you but I know that sixty even in the summer time is too cold. I would think, it bothers people to the extent that they would work slower and productivity would fall.
As a matter of comparison, the energy used to cool offices in the summer to sixty is probably more than it would be to heat the office to 70 degrees in the winter. Ask some engineer or compare energy costs of winter to summer. This should give you some good data to fight his decision. If the data is conclusive, bring it to his boss and explain why his decision is bad to keep the office at sixty degrees.
Edit: Sure you can contact some outside authority, but I would first try and solve this within the company. Presenting a good logical argument for setting the thermostat higher is the best course of action especially if others in the office feel the same way. It will show backbone, and not put you into the victim category, where you’d be perceived as weak. Standing your own ground will get you noticed and will go far as to future promotions.

You need to contact your local municipal environmental health department to see if there are any rules they have. I couldn't find anything from osha.gov, so there may not be any federal laws/rules about it. If there are local regulations, then you may file a complaint and request the EHD make a site visit.
In the meantime, get yourself a portable heater you can place under your desk, keep a good sweater, a pair of fingerless gloves and even a fleece throw available for use. I think 60 degrees is too cold indoors summer or winter. 72 degrees is still energy efficient without causing undue discomfort.

Put a sweater on. Some people, like me, are uncomfortable at higher (normal) temperatures. If you're cold you can just put a sweater or jacket on. If I'm too hot, there's nothing I can do.
There are laws about this concerning rental units, where you live privately. But in a setting where there are numerous people, I don't think there are any laws.

If it's a sexual harasment thing then definately, if not then you can always go to his supperior. Also, alot of office building A.C.s are controlled by a corporate office, if you work at a chain then you can have a manager call HR.

then the reason is simple.
He's a pervert who wants so see nipples.
if that's the case, call someone up, and get em to make it warmer, or file a sexual harassment suit on em or something
