My first inclination was to say mind definetely, but I'm not sure. It really is a good question. Sometimes, I think it may seem like your mind changes and you suddenly realize that this person is extremely annoying and you just never noticed it before. But, doesn't that mean that your heart has already changed and now you aren't so smitten that you over look their flaws, (no matter how enormous and obvious they may seem to everyone else). I think maybe your heart changes your mind. Of course, on the other side of the argument, when things go bad, it does seem that people spend alot of time convincing themselves(their hearts), that it's time to let go, which would make it seem that their mind has changed, but not their heart. Hmmm....such deep questions...

When in love, I think with my heart....therefore when love goes bad, my heart changes first. Then my mind is made up not to get screwed over again!!!

I'm quite sure your mind changes first, you begin to logically see things that your heart would've just overlooked. Myself, I've thought that I was in love before, but after a while when I logically thought about it and saw the different aspects of it without being biased by my heart and my emotions. I could therefore see that it was bad and this in turn changed my heart, and caused me to fall out of love.

Heart. Heart controls pride. Pride makes you want to get out first or move on first so you don't feel as hurt as if you got dumped or kicked aside. Pride makes people do some really stupid things and certainly clouds an otherwise sound mind. Did you feel less hurt when you moved on first or got dumped first?
