I wouldn't have called them 'helpless' at any stage of their decline. It was a slow and fighting retreat:
recovery of Belgrade 1740
defence of straits 1805?
defence of Plevna 1878
Kut, Gallipoli 1915.

Absolutely not. In the battle of Gallipoli in WWI, the Ottomans held their own against the British navy, handing them a massive defeat. The Ottomans were definitely a power to be reckoned with.

All empires rise, and then fall. The Ottoman Empire was in steady decline.

It will happen to the American empire eventually.
