Drowning.
I've fallen or almost fallen several times, and there are things you can do to protect yourself. You can grab onto something to stop the fall, you can control your landing so that you don't get hurt as bad, and even if you do fall it isn't always the end.
If you are drowning then you've already past the point where you can do much about it. If you could get out of the water then you wouldn't be drowning. Plus, you have more time to think about your fate if you can calm the panic long enough.
Drowning is certainly more scary.

Drowning hon, I almost Drowned at 16 years old & it wasnt a Good Scene, I never wanted to learn How to Swim after that, I jumped Into a Pool, & had To be Pulled Out By My hair,

Definitely falling, but drowning would be a close second even though I swim well. I have nightmares of falling off all different types of structures especially very high ones with very little to hold on to. I don't have them often but when I do they get pretty graphic.
