The voters didn't nominate Dean because of that moment, yes, but I wouldn't call it a scandal. That was the single turning point in his campaign. Even at that speech, everyone was right with him until that precise moment. It's kind of like when The Who didn't know how to end their set, so they smashed their equipment on the floor, except the crowds enjoyed that.
Besides, I'm fully convinced that the democratic party didn't want to win the 2004 election. I can't think of any other reason they nominated the only candidate that was unable to beat President Bush.
