If I have Neck Snap (destroy target attacking or defending creature), does the creature, the spell is meant for, still get to attack/defend, or does Neck Snap take effect beforehand?

Your instant will kill the creature. The only way to stop a instant is if the other player counters the instant with another instant. Then basically your instant fizzles (if that is the word)

I have a instant + counter Blue and Black deck, it rules! :-))

Neck Snap will go on the stack
Your opponent will have to respond to that spell, if they can't save the creature through a spell or effect then Neck Snap will resolve and the creature will be dead

The only caveat is if the creature you're targeting was already declared as a blocker then the creature its blocking is blocked and will no deal damage to the opponent

If it was already declared as an attacker then it won't deal damage to the blocking creature or opponent if cast before the damage phase

It all depends on what step of combat you play it in.

If you play it on an attacker during the declare attackers step, which is after attackers are declared, you will not have chosen your blockers yet. Do this if you don't want to commit to blocks yet, because you're worried about Stonewood Invocation or something.

If you play it on a blocker during the declare blockers step, which is after blockers are declared, if it was blocking a creature, that creature will still be blocked and won't deal damage to the defending player. Do this if you want to know how the opponent blocks before playing Neck Snap. You would play this on an attacker here if the opponent had a pump spell or something.

If you play it during the combat damage step, which is after damage is assigned, then the targeted creature will still deal its damage. It would be too late to save any creatures fighting it.

You normally wouldn't play it during the end of combat step, but if you wanted to kill one of your own creatures with Neck Snap for some reason, this would be a good time to do it. (The combat damage step would also work, probably.)

I am pretty sure if the creature is attacking it won't deal damage, but If the creature is blocking...

say for example I attack with a 2/2.... and an opposing player declares a 5/5 to block it. With damage on the stack you can play neck snap, and the blocking creature will die and your creature won't, just you creature won't do any damage because it has been blocked

Because it is an instant, it plays out before the damage is dealt. The creature is attacking or declaring a defensive move, but you destroy it before it has a chance to actually intercept.
