First enquire with the Zilla Parishads ( the district level bodies ) for the details. Most probably they will guide you as well as provide you with every help that you may require. They will be the people sanctioning the subsidies.
Further, contact Khadi & Village Industries Commission office in your area. [ KVIC ]. They will be most happy to entertain you and guide you. They run several schemes related to agro sector.
Also contact NABARD. This financial institute provides subsidies through various state agencies. They do not provide loans and subsidies directly but through the lead bankers.

Try the Asst. Director of Khadi & Village Industries of your district.
Why don't you try online business. Work for couple of hours daily, earn a lot of money without bothering about loans and subsidies.
