If you mean while they are in jail , It's because they don't have a choice

It's to be easily recognizable and completely different from the norm. So if someone excapes and all he is wearing is a black and white striped, or completely orange onesie that has "INMATE" printed on it,he would stand out in public and increase his chance of capture.
