I think it should be mandatory and every dime they spend they should be forced to keep receipts and every 3 months be required to prove were they spent the money before they can continue to receive the benefits. I think if these rules were strickly enforced we would not have a welfare problem and we woulden't be talking about it right now.

I am not sure what YOUR meaning of "undemocratic"is, however, welfare programs are, for the most part, socialistic at best. I am not sure that the standard of living will be less for those now receiving welfare. I do know that I feel that my money is best served where I decide to contribute as opposed to the government decide where to contribute my money with tax dollars.
