What type of car do you drive. Make, Model, Year would be helpful.

Does it have ABS?

Do you have drum brakes in the rear? Or is it disk brakes all around?

If it feels like the rear brakes are locking up, then it is highly likely that your brake proportioning valve has gone bad. Drum brakes require less pressure to activate, and the proportioning valve is suppose to send less pressure to the rear drum brakes.

So if barely touching causes the rear brakes to lock up, then it's the proportioning valve that's causing your problem. It is usually mounted against the fire wall. If you follow the brake line that leaves the master cylinder it will go to something against the fire wall, which is the brake proportioning valve. The valve will typically have one input and 4 output to the individual wheels. This is the piece that needs to be replaced.

If you try to do it yourself, use caution as it is easy to strip brake lines if you aren't careful.

You'll also need to bleed all 4 wheels before driving or you won't have any brakes.

Good Luck.
