You can use the Helicopter or planes to get on top of really tall buildings.
The jetpack can only go up in the air for so far and it can't reach the really tall buildings.
But the best aircraft to reach the very high buildings is the Hydra jet because it can hover like a helicopter and it can fly like a plane.

if you are playing single player some tall building have a door at the bottom of the building. if you go in the door it takes you on the top of the building. other alternatives are helicopter, plane or jetpack
