For example, it is house, that has been covered with faxe boards but I am pretty sure asbestos is behind it, there is no insulation. I have read up on the Victorian Australian Guidelines for dealing with it, is it worth removing it or just putting insulation inbetween the vinal boards and the cement sheet?

If I had choice would cover up and not disturb, (If legal where you live). When you start removal of insulation you cause the fibers to become airborne and it is very difficult to contain. Also very expensive.

In part the answer to your Q depends on any desire to REMOVE the Faux siding. Asbestos Remediation is NOT a DIY experience, and is goverened as such.

Answer one actually offers the best clue, in that there are no strict laws denying a homeowner COVER asbestos, even with paint.

Cannot speak for Australian regulations.
However .if leaving it in place without disturbing it is permitted. I would leave it there & go over w/ rigid insulation & siding.
If nothing else, it is an exrtra layer of weather protection Anything like the US, ? asbestos abatement must be performed by certified contractors & is very expensive.
