I live in an apartment building and we have very noisy upstairs neighbors. We have notified the apartment managers of how loud they are, but they are uninterested in throwing them out (the apartment is low on people and they need the renters). We have also tried to call the cops, but because the neighbors don't speak english they were just given a warning as they didn't "understand" our request for them to keep the music down. We have called the cops times after this and we were told they can not keep coming out over things like this, and informed us if we keep calling to complain they will come and evict us instead. What are some more ways to get rid of a noisy upstairs neighbor myself without having to move away? I'm willing to try anything at this point!

Since you have tried the appropriate methods, why don't you try turning the tables on THEM ? Surely they have hours during which they sleep. Give them a dose of their own loudness in return. It appears that the landlord won't evict anyone for making noise, so it should be a safe attempt.

If they don't understand English upstairs, they're going to have a tough time calling the police on you.

Inform your landlord that every tenant has a right to a safe and peaceful enviroment and that you will report him (landlord) to the housing authority. You can also take your landlord to small claims court. The cops can have you arrested and evict you because you are considered a nuisance which is what they can act on. Don't get me wrong when I say that (I just want you to understand all sides)for the sake of arguement.

Don't be fooled into thinking that your neighbors can't understand English either.

Also do not lower yourself into doing the same thing they are doing by being noisy to get back at them. It will absolutely backfire on you!

Add to acemails answer, we had a neighbor that was noisy too just a slap on the wist approach. Get a air horn and blow the hell out of it!
