Yes, power is separated in the U.S. government between three branches. The legislative branch (congress) has the power to make laws. The executive branch (president) has the power to enforce laws. The judicial branch (supreme court) has the power to say that something that was done by the other brances goes against the constitution. So, even though congress passes a law, the president can refuse to enforce it, but the supreme court would have the power to make the president enforse it because the constitution says that the president must enforce laws passed by congress. The separation of these powers is layed out in the first three articles of the constitution.

It's the division of government into branches (legislative, judicial and executive). The benefit is having checks and balances in government.

For example:
Congress being required to declare war. That way, the commander in chief (i.e. the President) can't send the armed forces into battle unilaterally.
