I am in NY, do I have to do anything like file in court, etc. I just want to change the last name.

"uuuhhh yeah I wanna change my last name so I can become a different person....so let me ask on yahoo answers"......You who answered it's an alias...how about "dduuhhh"

The details are I want to use it for acting/design creative purposes not to get a new SSN like genius thinks down there.

You can use whatever name you want for film and stage credits. You'll still have to use your real name for official paperwork (like filling out 1099 tax forms), and you'll probably want to put a clause in all your contracts that you will be credited in all productions as pseudo-name (with your real name then being used to sign the contract.)

EDIT: You can also "legalize" your stage name by putting a "d.b.a." sentence in your tax documents (i.e. Real Name d.b.a. Pseudo-name on your 1040 form or using your pseudo-name as a "company name" on a schedule C form.)

Note that the above doesn't change your real name and you still have to sign all the forms with your real name. (d.b.a. = doing business as)

Petition the Court for a Change of name. That is about it.

That is called an alias and it can get you into trouble.
