In the 19th century, the British soldier was called Thomas "Tommy" Atkins, just as the U.S. soldier is GI Joe today. "It's 'Tommy this," and 'Tommy that,' and 'Chuck him out, the brute!" But it's 'Step forward, Mr. Atkins,' when the guns begin to shoot." It means that the soldier in 19th century England was disrespected, until there was war, then he was a hero.
