Usually, a 15 year old will need a work permit... Look up the laws for your state. He can get one from his school... It's an easy process.

Depends on the laws of your country, and you didn't say what country you are in. If your country is a Federal one - such as the US, Canada, Brazil, etc, then it also depends on what State you are in.
