This is a safety feature on most vehicles. If in bad weather something happens to the vacuum going from the engine to the heater controls, it is spring loaded to divert to defrost so as to keep the windshield from fogging up and icing and keeping you from seeing. Check the vacuum line from the brake booster to the bulkhead. If OK, check inside the bulk head to the controls. Also be aware that if any of the lines going to the actuators or the actuators leak vacuum, it will loose vacuum to the whole system and divert to defrost. There is a one way valve in the line to keep the vacuum constant when accelerating, but when it goes bad, it will only go to defrost when accelerating and not under normal driving.

Good answers. Check for a small plastic vacuum line, about 1/16 inch in diameter that comes out of the firewall to the left of the steering column ( left as you look under the hood from the front of the car), this is your vacuum supply line to your heater box. When you locate it make sure it is not broken, in the last seven months I've had to repair these lines on a '92 Spirit and a '92 LeBaron. Both were broken about four to five inches from the firewall. Have no idea why they were broken.

Your heater control Valve is not being supplied vacuum. The default is to only work in Defrost. Look for a broken or disconnected vacuum line to the valve in one of the heater hoses going into your car.
