Why does a man state that he really wants to get with a person? Then when the person reciprocates, the person who "gushed" all over themselves, "acts" as though he has no clue. This has not been done "once" but multiple times. When he appears, he is all "happy" to see me. He even pretended he didn't say that he cared for me, to all of those people. What is going on here. The way that he acted, it almost sounded like an advertisement. He "kissed me" on the cheek at a "party" and no alcohol was served there. He "hugged me" in the aisle at church. This is very strange behavior.

Even though you posted this in "Teaching," I'm really hoping this man is not a teacher of yours. If he is, you need to tell your parents or an adult you trust (like the school counselor) IMMEDIATELY. This is extremely inappropriate behavior (assuming you are his student).

To answer your questions more generally, "to get with" someone is very vague. It could mean anything from casual dating to sex. If this "man" (Is he really a man or a boy?), is not giving you a clear signal, I think you should avoid him. If you feel he is being inappropriate at church, again talk to your parents or to the pastor.

Get guidance from someone who knows you and your situation, hun.

God bless!
