The Department of Labor set the minimum age requirement at 14 but it limits the amount of hours a person under the age of 16 may work.

Most restaurants will hire you at 16 to work as a busser or host. You have to be 18 to work as a server at any restaurant that serves alcohol, because otherwise you would not be allowed to take orders for alcohol or carry it to or from the table.
You also have to be 18 to work in the "back of the house", which is what the kitchen, cooking, food preparation and dish areas are referred to as in the restaurant business. The reason for this is the likelihood of injury from working with any of the equipment.

Child labor laws usually allow someone 14 years old to work, but most places, like the restaurants you have listed, will not hire anyone that young. There may be some positions available (such as a dishwasher) but you cannot cook or wait tables at 14.

Most places that serve alcohol are going to require their employees to be of a legal age, this is usually 21.
The ATF are real picky about stuff like that!
As are the other federal mandates dealing with hiring minors in eateries where alcohol beverages are consumed.

Yes there are. The minimum age is determined by each states Department of Labor. They determine the minimum age and the number of hours allowed for each age under 18.
Each state is different so its hard to tell you what you what to know. I know for instance that in Ct there are different parameters for those that are still in school versus those that have officially dropped out of school. For hardship cases (workers under 18 who have dropped out of school) they are allowed to work up to 40 hours in a work week with a maximum of 8 hours per day. For those still in school they are allowed to work a maximum of 30 hours in a work week with a maximum of 6 hours on a "school night". They are also restricted from working past 11 pm.

the first answer you got is true. but also places like that hire people that are the age of 16 because they can do more work and have more hours. places like mcdonalds or burger king hire at the age of 14 but you cant run the fryers or anything like that, and at arbys or quiznos you cant run the slicer till your 16 or someplaces until your 18 because of the risks that are involved. you can always call one of those places and ask them what age they hire at.

Hostess - 16.
Server - 18 in most cases. (You have to be 18 to serve alcohol in most states)
Kitchen Staff - 16 or 18 depending on the risks and equipment to be used.
