whet your lips a little bit, pucker like your blowing out candles on your cake, curl your tongue a bit, and blow ........ try and try again .....try a tune ... it's like blowing on top of an empty bottle top blow and blow and pucker !! Good luck !!

I'll be watching this question... I never leared how to make the LOUD SHRILL whistle that can be heard for blocks... though I can whistle tunes very very well.
