Only guessing, but maybe that was # of original teams when the AFL and NFL merged....
And it only actually shows all or part of 23 stars, not 25
The new one has 8 stars, Maybe one for each division?

I don't think it does. In fact, I remember seeing a proposed new logo earlier this year in which the stars were larger, thus making it so that there were only 12 or 13.

no significance they just fit them in...not like they were really a thought inspired group, as is sometimes still obvious by rules they come up with...I checked in the NFL sites and nothing there..
