it's his penis.
either it goes back in, which is good and then everything's fine, or it stays out for hours or days, which is very bad and needs to get to a vet.

Also if other turtles are in the tank with him then he should be separated from him while it's out 'cuz they might bite it. I'm serious, I had a turtle with an intestinal prolapse one time and the other turtle kept trying to eat it!! This is very bad.

The black mass is the turtles reproductive organ- his penis.
They often evert, then retract it.
If it is remaining out all the time, something is wrong, and it needs to be seen by a qualified reptile vet.

He could have a prolapse. You really need to find an experienced reptile vet to check it out.
