i want buy something special of 5 cell phone from UK netherlands, so the guy email me how to deal with payment without COD and paypal.. is that scam??

You will make the payment by western union money transfer which is the fastest means but you will be sending the money in a secure way like this.
Send the money to any name of your choice,Either your dad name,Mum Name,sister Name, or your wife name but the address must be to the company address,Once you send the money then you scan the western union slip to us so we can confirm that and immediate after confirmation then we proceed to ship immediate and send you the tracking number of shippment which you will
check through www.fedex.com and when you recieve the package clear and ok then you go to western union to change the
reciever name of the money to the company name.I will be expecting your feedback on this."

TOTAL SCAM. Cease communicating with this thief!

He got you to email him anow he's reeling you in.

His special deal with using Western Union is to prevent you from having any way to get your money back when he runs off with it. Once picked up, money sent through WU is untraceable.

It does not matter what name you put on the transaction. He'll know the amount, the date, the name of the sender and while he doesn't really need it, he asked you to fax/email him the MTCN --everything he needs to waltz into a WU office and claim the money. He doesn't need it in his name, doesn't need to know some secret password, nothing. He gets the money.

If you fall for his scam this far, he'd tell you to not tell WU agents what you are doing. He'll say it's to prevent them from charging you the transfer fees twice or that it will save him customs tax, but in reality it's to thwart WU policy. They are supposed to ask if you know the person you are sending the money to. If you say No (the truth), they won't transfer the money.

It smells of Nigerian scams and money laundering to me.

"You will make the payment" seems criminally harsh.

Also the fact that they want a random name on it and not the company's real name... why the hell would a legitimate company want you to send them a cheque with your father's name on it, and then afterwards change it to the company name?
