Usually when someone talks about two situations that are exactly the same, they mean that the two are exactly the same except for the differences between them, which are assumed to be unimportant.
For example, let's say you walk around the block. When you get all the way around, everything is the same, right? Well, not exactly.

I assume your talking about deja vu.
the experience of feeling sure that one has witnessed or experienced a new situation previously (an individual feels as though an event has already happened or has repeated itself)
