This is very common for a machine that gets so little use. It's the carburetor. It is clogged from gasoline evaporating and leaving a varnish or gum residue that clogs the small passageways inside the carburetor. It must be dismantled, cleaned thoroughly, and replaced.
The reason it runs for 3 seconds, is it is running on the "primed gas". When that runs out the carburetor being clogged can not keep a stream of fuel flowing into the engine to sustain combustion.

I would say Bart S is correct. I would shut off fuel, remove carb. be very careful and do not damage gaskets. Remove the bowl on the carb. This is normally done by removing the nut that holds the bowl in place. Clean all ports and crevices with carb. cleaner. Reinstall.

hole in primer button area, may need to replace it,
try leaveing the choke on 1/2 way, start it then play with the choke see if it takes more them its sucking air instead of gas.

Do you have the choke full throttle?
