That's an interesting question.

What I think it will be is how it is developing in today's world. Since most countries can not afford to spend billions upon billions of "dollars" to compete by building and maintaining large standard militaries. It will increasingly be warfare by proxy. Countries will support insurgent type groups to wage warfare.

This will give them plausible deniabilty to avoid any direct confrontation with their enemy or economic sanctions by the UN or other world organizations. It also gives them greater ability to shape world opinion with propaganda. This will especailly be useful for dictatorships fighting democratic countries with free speech rights. Just spend money to influence the oppostion political parties stances on the war through anti-war type groups that already exist on the world stage.

Democratic nations, in order to counter this type of warfare must effectively be able to wage war in secret too. Intelligence gathering, assasinations and Specail forces groups coupled with quick military airstrikes to attack strategic or tactical targets like guerilla training camps and propaganda outlets.

Cyberwarfare will increasingly be important. Terrorist groups will use the internet as propaganda outlets and recruiting. Nations will use the internet to attack military, economic, transportation and other infrastructer like electrical grids to undermine the opposing nations government ability to keep their people safe and comfortable--this can also be accomplished by "cyber terrorist" type groups at some monetary settlement through a third party group to keep some deniabilty.

In the end, the ability to gather intelligence and effectively use propaganda by disseminating it to media outlets will be the standard basis to wage warfare.

Nuclear weapons and other WMDs will be used as shields to prevent open war waged directly between nations. While terrorist organizations will continue to try to aquire them in attempts to attack economic and political hubs of the nations they fight against.

Non-lethal type warfare that depresses the will to fight of groups or nations will be the holy-grail of any military. Electro magnetic waves that confuse or inhibit the other nations population or military to effectively fight back because it destroys their will or the ablity to understand they are even being attacked.---of course that is where the Aluminum foil and tin hats come in to play.
