Shedding can be normal, stress induced, or the result of disease or rot.

Flaking that is paper thin, translucent, and when the tissue underneath is normal looking and smelling- then it is either normal or stress induced.

It would be normal if it is an occasional flake, if it is happening quite a bit or all over it is probably stress related.

The stress could be food that is too rich or too plentiful, temps too hot or cold, dirty water or overly chemical water, crowding, bullies, etc.

Your turtle may just be going through a shedding period. To high temps of water can cause lots of skin shedding. Make sure the temp. is around 78 degrees. visit http://www.austinsturtlepage.com for more information
