if you want to use a proper bra size i've compiled a list for you:

A - almost boobs
B - barely there
C - cant complain
D - dang!
DD - double dang!
E - enormous
F - fake
G - get a reduction

Scientific terms, eh? I would say to make them proportionate to the size of the snow body. It's also going to be important to make them large enough to notice (otherwise, what's the point of making a snow woman?) but not so large that they'll fall apart from their own weight.

It's a difficult engineering task you have ahead of you. Good luck.
