I said and posted it here, then Vince stated it, that highlight films must justify, Vince is the greatest of all time on Raw XV.
The Question's guideline relates to Wrestler getting over their kayfabe XV Raw, fifteen years activity not required.
Here's a leaderboard, Austin's a far second ahead of Hogan who leads the Rock, Cena, Taker, HHH, Foley, Flair and Lita.
Vince counting only Raw, self-humiliated extraordinaire, accepting beat-downs unprecedented, he recruited his family's self humiliation beat-downs, and repeated it on Raw XV three times and at least twice more!
Austin was close but wrong stating the non-Wrestler Fans deserve credit as the greatest Wrestler of all time but Question excludes them, Honest credit falls to the Injured including, the fallen Icons and Hero's Unmentioned.
Hogan got the kid fans {the American Buffalo} and then more kid fans, and more, Austin added the raunchiness with help {sex stuff}, Rock got the fans and kids, both, Cena was kids and will reinvent on return. Foley's a cast of characters Icon, HHH a subjection of nepotism accusation and sledgehammers away greatness, Undertaker's a scary dark phenomenal great Icon, but not the greatest of all time. Flair deserves Ring credit, one of the all time greatest Icons, but Question is limited to XV Years of Raw so he's only a top ten Icon.
Theirs One more top five of the top ten contenders I count, Vince discarded history.

The Rock is perhaps the biggest beakout star, hogan i wouldnt classify as a raw star. if u talkin about the best wrestler then there are MANY, Bret Chris benoit dean so many... oh wait i forgot, we couldnt get any big stars for raw...oh well.....THE BIGGEST RAW STTAR IS IN RAW HISTORY IS YOU! nice one steve
