Like everyone else has said, it is usually the punter or backup QB. But in the 70s & 80s I can remember when defensive backs were used as well. Nolan Cromwell who played for the Rams was one. He was a QB in college so that may have had something to do with it. I want to say that Cliff Harris, also a DB, did the holding for the Cowboys around the same time.

There might be some players in the league who are dedicated holders, but there are players who are back-ups in other positions who hold as well.
You might remember that Tony Romo continued to hold for the Cowboys last season after ascending to the starting QB role...

Yes mostly punters and a few back up QB's. Tony Romo was the cowboys holder last year even after he became the starter.
