Rads is short for radiuses. The question is 'How many radiuses will the pulsar turn per second?'

Now remember the circumfirance of a circle is c= 2*pi*r

Therefore the average angular speed is

= 2 * pi * rads/ .044 sec
=(2 *pi)/(.044) * rads/sec
= 142.8 rads/sec
