You can install PHP and MySQL on your machine and test the website locally. It'll take a little while to set up, but you'll be able to test your site without having to upload files all the time.

You can get everything you need from the websites below.

You can easily install Apache, PHP and MySQL on your computer for testing during development. I have done this, and it's much simpler than having to upload your code to a server each time you want to test something.

Either download all the individual packages and install them, or look for a combined "LAMP" package - if you're running Windows, try WAMP from http://www.wampserver.com/. This will install a local server which you can then access by something like 127.0.0.1:8000 on your machine, and you can copy your development code into the Apache htdocs folder for testing.

Unless you install PHP and MySQL (and probably Apache), your site would not run correctly off your computer. Any number of free hosts, including Freehostia, support these languages.

Google web site publisher, which allows you to build and test from your pc. It's available free but I can't remember where I got it from. If you google web site publisher, or BC web site publisher, you should find it.
