Every country complaints that 85 per cent of their food are imported, and that it drains national economy. I do not understand who produces this food, then, if every country imports 85 per cents of it and drains its economy?

Not EVERY country imports 85% of their food.
You are starting with a wrong assumption.

Most countries produce enough food to feed their population and the trade in food is mostly to add variety and out of season produce but not 85%. Some counties with abundant farm land like the US is a net exporter to countries that do not have enough.
