It is in mint condition except for the fact that it is torn in half. Can anyone give me a rough appraisal or direct me to a website that deals with this sort of thing?

Is this a US banknote? Confederate States of America?
You need to add some information here.

If you take this note to be appraised by a dealer, what you are going to find out is that your note won't sell for more than 20% of catalog value because it is considered by collectors to be severely damaged.

If money is torn in half, you cannot claim that
it is in mint condition. Maybe you can say
it "uncirculated" - if you are first one that
handled the money.
