It varies according to the county & the City that is located in that county area. They are tough here. Everything requires permits & inspections. This is earthquake country! Contact the building code department & zoning inspector in the area you wish to get info on. Perhaps http://www.ca.gov would help you!

If it is a requirement it is not recommended.
Each county has it's own amendments to the Uniform Building Code. I was an architecture major in Riverside in the early '80's and had to get a copy back the. City requirements are rarely actual building codes but things like setbacks, fence height etc.
The county building inspectors office will have them, usually just a nominal charge. When I tried to get my copy though I talked to a clerk in the office who did not even know there was one. So be sure to ask.
