I agree with RaWR for fourth graders: there should be no more than ten words per sentence. However, adults should not have more than 17 words per sentence. I believe there should be at least four to five sentences per paragraph. If they are writing an introductory paragraph, there should be five sentences. One introductory or main subject sentence. Three sentences supporting the main subject and one conclusive sentence.

I teach fourth grade. (Period, not comma.) " I usually say" (?) Replace with "require". "....but they are writing...." WHO is writing? Sentence structure D-. Sentence not senetnce.....report, not respot.....good, not goos. Spelling/editing C-. Word usage C. Think of another word for "good". Where it is used in the first sentence: concise, comprehensive, coherent would be good replacements. In the second sentence, "good" might be replaced with: appropriate, or average. Also, scratch "is" and replace it with "would be", or at the very least "ARE good", since "sentences" is plural and "is" is a singular verb.

Remember that each sentence should complete a thought. It doesn't matter about the number of words in the sentence. It does matter if it expresses a complete thought.
The paragraph should express a larger process of that thinking divided into a series of ideas or paragraphs that are interrelated.
Fourth graders usually are able to write two or three paragraphs and some a lot more. If you teach them to write just the way they speak and interact, it will go a lot easier for them. Just be sure to have an editing phase in the writing process.

Huh?! Since when does quantity equal quality?!
A good paragraph can have one sentence or it can have ten. There is no minimum number of sentences that make a paragraph, nor are there a minimum number of words to make a sentence.
I really do pity your students if you've been teaching them that they must have eight words in a sentence and x sentences per paragraph. Half the fun of writing is expression and variation.
Incidentally, in the above text, I averaged 1.67 sentences per paragraph (excluding the exclamation at the start) and 15.2 words per sentence.

I was always taught 7-12 words per sentence and 4-5 sentences per paragraph (although the number of sentences go up as you get older)
