I am a high school senior currently applying for college, i have a 3.09 weighted GPA, a 2.45 unweighted GPA, 20-ACT, w/honors and A.P classes, and a class rank of 93/336. I would like to know what are my chances of getting into UIC/U of I

You won't get into UIUC, for sure. For UIC, you'll be a marginal candidate. For you, it would be important to apply early. UIC's average student has an ACT of 24 and high school percentile rank of 76th. The averages have been increasing every year for the past 20 years. The average GPA is about a 3.2.
You should have applied back in September or October. The application deadline is in about a month.

U of I is a 90% no, but you have a shot at UIC depending on your intended program.
