i would say 8 for a girl and 10 for boys. let them pick like 3-5 different styles they love then you decide with them which one

When YOU think they are MATURE enough. They could be 17 and still be really immature, Does not depend on their age but their time in life. I think by "inappropriate", you mean like a Mohawk and what else. I would NOT let my kid have it. Yes, freedom, but that is going way too far! Nevertheless maybe I would let my child have it--someday. Well, look on the bright side, at least the kid didn't want to dye his hair a different "unusual" color. Like blue or pink. Inappropriate for the lifestyle...hmm... I don't necessarily agree with the step-dad. Well if he won't let your brother have the Mohawk then maybe your brother can choose a different hairstyle. One that is "appropriate" for the "lifestyle."

I'd say 4 or 5years old they should know what kind of hair cut they would like. My grand-daughter (3 years old) just got hers cut, she didn't want to sit still for it, but she said she wanted it cut & it turned out really cute. I'd only disagree with the younger age if the child really needs a haircut & doesn't want it or wants something really weird the parent doesn't like.

First of all, how can a haircut be inappropriate?
You should obviously not let a two-year-old get a mow hawk or something like that, but in general a kid should be able to choose his/her own haircut. (no age limit)

if you are a parent, then the appropriate age is for you to decide. If your child is under the age of 18 and wants a certain kind of haircut and you don't approve, then it is your right to tell them that you don't approve and not allow them to get that particular cut.

I would say 10, and if the parents think it's not appropriate, tell them to pick another.

It depends on how open minded you are about the hair cut. My son wants a Mohawk and he is ten. But his father is not having it cause he feels it misrepresents his black race.
