I'd say it's a more-or-less tie between
Leo Kottke, folk guitarist
Not only can this guy solo like no-one's business but he uses about the most complex chord structures in music. Completely untypical of folk as well, there is nothing "folk standard" about the way the guy plays.
Pat Metheny, jazz guitarist
Like Leo, but of a different genre, obviously...said by many to be the best jazz guitarist of all time also wheras jazz is a much more complex genre than, say, blues or rock. Probably has the smoothest rhythm "chops" in guitar-based music...it's like he's not even trying.

I'd have to say John Williams. Keith Richards and Eric Clapton aren't classic / classical guitarists - they're blues/rock guitarists.

I have to confess to not knowing of any Classical guitarists, but for others the choice is quite difficult.Some of the greatest are:- Hank Marvin, Jimi Hendrix, Eric Clapton, but the one that just gets it for me is Mark Knopffler, from Dire Straits.

i guess segovia and the old guys are dead by now. i listen to a pure guitarist named tommy emmanuel. guess he is not really classical but he can make an accoustic guitar do beautiful things.
yes, i vote for tommy emmanuel. wish he had recorded more. too bad he got shot.
